If its been coloured red then you would need to strip the colour out before trying to colour it blonde or it will just go a ginger colour!! best to get it done professionally as it can damage your hair.

What you should do is bleach your hair 1st then put nice and easy ultra light ash blond on a few days later. When your regrowth comes through put only the nice and easy on for 30Min's(roots only) then dampen the rest of your hair then comb the colour through and leave for a further 15 Min's. you should end up with an all over even tone.

you can use bleach with 18% the highest peroxide but this will really damage your hair even make it break and still not even go the colour you want most times it just goes orange i wouldnt atempt it myself.
